There’s no single fixed spot for the event — for some players, it shows up along a road, while for others it’s closer to the railway tracks near Cement Gardens. Keep your eyes open and check both areas thoroughly.

The Random Encounter You’re Looking For

The encounter that yields the Flare Charm involves a hostage surrounded by Baron’s Men. To complete it:

  • Defeat all of Baron’s Men in the area.
  • Release the hostage after clearing the area.
